What happened

King Mahendra made a new constitution in 1962 that banned all political parties. Nepal became a place where only the king had real power. There were local councils called panchayats, but they could not really challenge the king. Nepal stayed this way for 28 years until people rose up in 1990.

Promulgated on 16 December 1962, the Constitution of Nepal 1962 established the Panchayat system — King Mahendra's unique alternative to both parliamentary democracy and communism. The constitution: made Nepal a Hindu kingdom, banned political parties, concentrated power in the king, created a four-tier system of partyless elected village, district, and national panchayats (councils) filtered to minimise opposition, gave the king absolute veto over all legislation. The Rashtriya Panchayat (national assembly) had no real legislative independence. The constitution was described by Mahendra as suited to Nepal's 'own traditions' — in reality it was a sophisticated authoritarian instrument that kept Shah power supreme for 28 years until Jana Andolan I in 1990.

Why it mattered

The 1962 constitution defined a generation of Nepali politics. For 28 years, political activity was underground or in exile. It produced a deep culture of royal dependence and constrained civil society development. Its eventual overthrow in 1990 was driven by precisely the suppression it embodied.

All 14 million Nepalis denied political rights. Nepali Congress and communist party members driven underground or imprisoned. Nepal's educated class denied any role in national governance. India, which watched a buffer state adopt a constitution hostile to democratic principles.
