What happened
In 1980, Nepal held a vote: should the country keep the Panchayat system or switch to multiparty democracy? The Panchayat won, but only barely — 55% to 45%. This was a shock because the government controlled the media and resources. It showed how much people secretly wanted real democracy.

Following student and political protests in 1979, King Birendra called a national referendum to decide between the Panchayat system and a multiparty democracy. Held on 2 May 1980, the referendum returned: 54.8% for the Panchayat system, 45.2% for multiparty democracy. The Panchayat won, but the margin was startlingly narrow — especially given state advantages including control of media, government machinery, and fear of reprisals. The result surprised even Birendra and demonstrated that multiparty sentiment was far stronger than official discourse acknowledged. The result bought the Panchayat system another 10 years.

Why it mattered
The referendum result revealed that nearly half of Nepal's population wanted multiparty democracy even under conditions that heavily favoured the Panchayat. This set the stage for the successful Jana Andolan of 1990 — political activists knew the numbers were with them.
